The Department of Public Works is responsible for maintaining and operating the Village of Owego's public infrastructure.

The duties of the department include the following:

  • Maintain and provide services (snow and ice control, curbside leaf pickup, street sweeping, storm cleanup, etc.)
  • Maintain and repair all Village-owned streets
  • Maintain and upkeep all public parking lots, public parks and greenspace, and public sidewalks along with village-owned land, including snow and ice removal
  • Maintain and upkeep the Sanitary Sewer System for household and business sewage
  • Maintain and upkeep the Storm Sewer System, including catch basins, for the conveyance and storage of snow and rain runoff
  • Maintain and upkeep Street and Traffic Lights at Church and Main St.
  • Maintain and replace trees in the Village’s Rights-of-Way
  • Provide maintenance, repair, service, and fuel to the Village’s fleet of vehicles, including Police, Fire, Public Works and Administration
  • Operate, maintain and repair street equipment

The Street Department/DPW does NOT collect trash and recyclables

By law, property owners are responsible for pickup at rental properties.  Your trash must be placed at the curb in standard-sized garbage cans no larger than 33 gallons. Trash should be set out no sooner than 6:00 p.m. on the day before your pickup and empty containers must be removed from the curb before 11:00 p.m. on the day of pickup.

Frequently Asked Questions

Requests related to reports by the Owego Fire Department, EMTs, Owego Police Department, or Code Enforcement Department require completion of the online FOIL Request (fill in the blank) or by printing out the FOIL Form (both available under the Clerk Department page or by clicking on Frequently Asked Questions. 

After completing the Foil Request, you can mail it to 178 Main Street, Owego, NY 13827,  fax it to 607-687-1787, or email it to clerk-vofowego@stny.rr.com.
Regular refuse is the owner/tenant responsiblity but if you have a few large items (i.e, desk, chair, dresser and it is NOT a full truck load pickup) then you can leave it at your curb and call 687-1101 to let them know you have an item(s) for pickup. There is a $10 charge that will be charged to the homeowner/landlord.

Trash should be set out no sooner than 6:00 p.m. on the day before your pickup and empty containers must be removed from the curb before 11:00 p.m. on the day of pickup.

Department of Public Works will pick up brush and leaves on Mondays instead of on Fridays. This is because most people do yard work over the weekend and have brush and leaves to dispose of. 

Leaves should be in paper lawn bags or in piles to be vacuumed up. Plastic bags will no longer be accepted by the village for leaves. The brush should be stacked neatly at the curb.
